The project
Preem started 1997 a feasibility study to convert 2.3 million tons of fuel oil (heating oil) to gasoline and diesel free from sulfur. The total production volume was increased for these fuels with 50-70%. The project had a total investment cost of 3.5 billion SEK.
The assignment
COWI was involved in the project from 2001 and has been responsible for the so-called ”Off- plot” part. COWI has carried out both basic and detailed design including project management, as well as all disciplines for to development a installation basis for the ” Off-plot”. The project was finished in 2006.
The work with the ” Off-plot” included all the infrastructure, concrete, steel and piping in ducts between the new On-plot areas and the existing process- and tank-areas. Also a new electric power substation was designed by COWI AB. COWI Management's responsibility in the project was project management and planning.
